The services procured under this FWC shall cover:1. flights for return operations: the requested flight returns to the airport of departure or country of departure e.g., Berlin – Athens – Tbilisi – Athens – Berlin (regular return flights);2. one-way flights without returning to the airport of departure: only the requested flight is counted as flight hours (e.g., Athens – Berlin).FRONTEX intends to use one-way flights for:(a) connecting flights for return operations’ flights and voluntary return flights (supports the MS to join a FRONTEX or Member State organised flight for return purposes by transporting the returnees and return escort officers to the airport of departure of the main flight);(b) transportation of FRONTEX staff (FRONTEX officers from/to trainings, e.g. Madrid – Warsaw);(c) support voluntary return/departure flights (e.g., Warsaw – Tbilisi).The requests for services will be related to the following categories of aircraft:— Category 1 – aircraft from 201 seats (e.g., Boeing 767 – Airbus 330 or similar),— Category 2 – aircraft from 101 to 200 seats (e.g., Airbus 319, Airbus 321-320 or similar),— Category 3 – aircraft from 51 to 100 seats (e.g., Dash, Embraer, Bombardier or similar),— Category 4 – aircraft up to 50 seats (e.g., Embraer – ATR or similar).Based on historical data, the estimated quantity of services to be delivered under the new FWC is 35-45 flights per years. The services delivered under this FWC will be used mainly for organising flights for return purposes in a short notice, which means that the flight request will be communicated to the contractor latest 168 hours before the expected departure time.Tender will be open only for EU companies/brokers but open worldwide for subcontractors for:1. All EU carriers authorized to operate in Europe by EASA or the relevant national civil aviation authorities.2. All non-EU carriers which:(a) hold a valid Air Operator Certificate and are duly authorised by the competent authority to transport passengers in commercial air transport (CAT) to EU territories, and(b) hold a valid ‘Third-Country Operator Authorisation’ issued by the European Union Aviation Safety Agency (EASA) according to the Commission Regulation (EU) No. 452/2014 as amended by Regulation (EU) 2016/1168 and are properly listed on the EASA webpage under the ‘TCO Status Report’ (Third Country Operators (TCO) – EU safety authorisations for foreign air operators – PART-TCO | EASA (europa.eu)) or in the ‘Home’ page of the on-line TCO Web-Interface (EASA – TCO (europa.eu) as ‘Authorised Operators’); and(c) provide only aircraft [for the purpose of the prospective contract] properly listed and approved in the on-line TCO Web-Interface mentioned above.
