Disclaimer: the description given below is only indicative, aimed at outlining the concept of the contemplated procurement contract in broad terms and may be further amended before the launch of the procurement.Context: The EGNOS service provision consists in delivering three types of services: the Open Service (OS), the Safety of Life service (SoL) and EGNOS Data Access Services (EDAS), which is provided via internet. As part of the SoL service, the EGNOS system generates NOTAM proposal messages, which are provided to aviation users via dedicated network. The current version 2 of EGNOS System was developed in early 2000’s and is to be replaced by a new generation system named EGNOS V3, which is currently under development. EGNOS V3 is foreseen to enter into service in 2024.EGNOS V2 EDAS and NOTAM proposal services, are currently based on tools hosted in the EGNOS V2 Support Facilities in Torrejon fed by the EGNOS V2 system.The subject of the procurement is the study, development, qualification and deployment of a Service Data Access Facility (SDAF) which will provide:— a subset of the EDAS services specified in the EGNOS V3 MRD V1.2 to registered EDAS users,— access to the EGNOS Service Provider to all EGNOS V3 system data required for NOTAM proposal service provision and EGNOS OS and SOL services performance monitoring,— access to privileged users to EGNOS V3 real-time data flow and on-request access to archived data.The contractor will be in charge of:(i) a design phase including consolidation of SDAF definition;(ii) support activities for security accreditation;(iii) the development, site installation in Torrejon and qualification of the SDAF;(iv) SDAF maintenance (as option).The contract is expected to be signed by mid-2020, with a duration of 3,5 years (including 1 year warranty).
