Justification:
The contract was initially signed for the duration of 24 months with the possibility to be renewed once for a period of 24 months. Thus the total possible duration of the contract is 4 years. The maximum value of the contract is EUR 180 000 for the 24-month initial duration and EUR 360 000 for the 48 months total duration including the renewal. The contract will be renewed on 6.2018. The contract included an option to increase the maximum contract volume via a negotiated procedure with the successful tenderer in accordance with Art. 134 (1) (e) of the Rules of Application (Commission Delegated Regulation (EU) nº 1268/2012 of 29.10.2012 on the rules of application of Regulation (EU, Euratom) nº 966/2012 of the European Parliament and of the Council on the financial rules applicable to the general budget of the Union).
The possibility to use the option to increase the maximum contract volume as described above was explicitly stated in the tender specifications. The initial value of the contract was set at EUR 360 000 (the ceiling).
The overall objective of the contract is to provide the EIT with the necessary interim personnel in a timely fashion and in line with the following job profiles:
I. technical support;
II. administrative assistant;
III. assistant;
IV. administrator.
The interim staff will complement to the EIT's statutory staff, in the case of the following enlisted circumstances:
— to replace staff member(s) in the event of maternity leave, long-term illness, parental or family leave, other short or long-term absences,
— to cope with peak periods of heavy workload, which require an additional workforce for a fixed period of time,
— to carry out, on a temporary basis, specific projects and/or tasks which require specific competencies which are not available within the EIT. Due to the rate of ongoing recruitment procedures, long term sick leave and maternity leaves EIT might need to hire more interims. On the other hand EIT might need to extend some interims before current recruitment procedures are finalised. The estimated value of these additional needs is EUR 180 000, 50 % of the amount of the initial contract. Therefore to meet the business needs of the human resources the ceiling of the contract would need to be increased by EUR 180 000.
